The emphasis is a classic Bradshaw administration technique to put a train on a track such that it cannot be stopped while looking like they are consulting the community so they can claim community support.

LOT is supposed to compensate the community for the costs of tourism. Using a LOT tax to finance corporate welfare for the tourism industry is 180 degrees from what a LOT is supposed to do for a community.
